I had a similar problem with my truck... someone had done some jerry-rigging after they broke off the wiper control and ended up frying the intermittent wiper box thing. If I remember right, it's in the kick panel above the ECU... but there was a gotcha... if the rig didn't come with intermittent wipers, there was either a jumper or a pair of plugs that had to be plugged together to make the high/low wipers work correctly. Sounds like maybe that's what's going on in the rig in question?
