95 4runner question

1994 22re toyota 4runner 5 speed. just put the motor all back together brand new head and all gaskets. took it for a test drive wont go over 2 grand??? not in gear not out of gear??timing is dead on. purrs like a kitten....im lost anyone wanna help me out. call text or post 360-270-5932 if you know whats wrong:beer:

correction at 2 grand it cuts out and acts like the fuel is cutting off and on like a rev limiter is kicking in.

put a new TPS in and now it wont go over 3 grand anyone have any other ideas?? it runs with the TPS unkooked just doesnt run very good.
