This has been a frequent topic on the Naxja boards, and I have never seen a solution posted. You are screwed. Seriously though, have you tried starting and pumping the pedal several times? I know on the early XJ's the brake booster sucks. It failed on my 88 and had to be replaced. Check your vacuum line to it.
