sounds like the float may be stuck. Rap the bowl area with a screwdriver handle or such and see if that frees up the float and needle seat. you could also try spraying some carb cleaner down the vents and any other tube or hole you can and see if that frees it up. Other that that your going to have to take the top off and clean the bottom of the float bowls out.
