Crush sleeve vs spacer

What is the proper way to have a spacer machined to replace a crush sleeve?

Reason I am asking, Is I torqued the crush sleeve down, got proper pinion preload, I took it all apart to get the measurement of the crush sleeve. Then put it back together. When I put it back together, the bearings contacted before the crush sleeve was "crushed" and there was little to no pinion preload. Hence my belief that it released a little bit of the strain on the sleeve before proper pinion preload was met.
 
So lets say I had a spacer machined. Should I measure the used crush sleeve?

I guess you could do that to get it close, other than that you'll be pulling the pinion in and out a few times to get it dialed. Just remember that it's opposite of normal shimming, if it's loose it mean's remove shim's......not add:awesomework:
