Yes but there is a difference between cutting back spending and just closing the parks. A private person or ORG would lease the land and be responsible for it. If someone were damaging the land the lessee is going to have to answer for the damage. It's up to the lessee to collect damages through the courts and there could be security guards (paid and/ or volunteer) to patrol things.
