Dunno, about hunters. I don't know if they would or could lose access as well if the park is closed by the DNR. If they don't that might be a tough one. Not impossible to deal with but I don't have a short answer to that. If the park is being managed by a private company they may have to make arrangements to gain access just like they would on private foresty land.That one would create an interesting snag. But I wouldn't put the needs of a few hunters above the general use and purpose of the park which is ORV. I would think the hunters access would be restricted to that section of the forest. There's TONs of land in that forest that is not part of the park, and is still public land.
