I've actually looked at doing this.. but you can't do it all with volunteer labor, hopes and dreams. Hard cash is required and if the DNR doesn't have it, and you can't get it in form of a grant, you are screwed. You must come up with it on your own.Which means raising at least a couple hundred thousand every couple of years.
