Sunday the 29th of July, I attempted the Lake Isabel Trail w/ Taylor, and I was denied, by large rock. On the way back down, at the very start of the trail where all the puddles are, everytime I entered a puddle, my wipers came on and then promply shut off upon exiting the puddle. I noticed no radio or light disruption, and I don't have any fancy moisure sensor. My rig is a 98 Tacoma w/ 150k miles. and this is the first electrical "problem" I've encountered. Where do I look first for this gremlin?

seriously doubt the wipers are going to show up in any obdII data.....
start looking for any chafing or rodent damage in the wire harness near the wiper motor, or anywhere for that matter.
look at any aftermark stuff installed in the truck
smack the wiper motor with the key on

lots of things to TRY.
