Shaft bushings will not cause that kind of problem by themselves. They can be compensated for by adjusting the idle speed up and enrichening the mixture screws a bit. Keep looking for a vacuum leak, Especially around the egr valve area. Keep in mind if the motor has some miles on it, you can advance the timing a bit more than stock. Also check with a timing light and see if the timing is wandering, could be loose timing chain and/or advance unit in the distributor.
