Disc or drum rear brakes? Isn't stock solid axle toyota 13/16" bore? Why don't you try the stock Samurai master w/o the booster, its 7/8" bore, if it won't lock the brakes, step up to a 1" or 1 1/16". With manual brakes you don't want to go any larger bore than necessary or pedal effort will increase. Try to lengthen the pedal ratio if you can, that will help keep effort down, but increase pedal travel.
