For some reason you can only play the new maps in multiplayer mode. There's a code somewhere that you type to allow all maps in 1player though but I don't know it...

Copy the .ipl or .iql file into the C:/insane/data/vehicles/ folder and like Ricky said the maps only seem to work on multiple player mode.. And the cheats only work on the single player modes...
