My guess is Traveler is thinking that the chances of the inner C spinning on the sleeve is greater because theres a decent chance that the sleeve will have a better weld attaching it to the axle tube. Like the root pass is only going from the tube to the sleeve, and the subsequent filler passes are the only thing going to the actual inner C material. I would lean towards agreeing with him, BUT, if properly executed it could probably still hold fine.
