Will a TJ start without depressing the clutch pedal?

(Brother-in-law broke his jeep, and left it in parking lot. I need to know if I can get it to start or if I'll need to bypass a clutch interlock)

No.

There is a 20amp fuse labeled AUTO TRANS. put a fuse in there and it will start w/o the clutch.
