I've had a similar problem on my buggy. It was a bad vacuum leak. My motor is so wore out now that it won't pull enough vacuum to open the lockout and crank consistently. I have to crank mine on starting fluid the first time each day, same thing at higher rpm's. I would bet it's vacuum related.
