wrangler charging issues

1998 jeep wrangler 4.0L
It has a new battery, and the alternator has tested good from o'reillys.

Problem is if you start the vehicle and the volt gauge goes to 14 like it should, then the volts will stay there. Now if you start it and volts only show 12, then the check engine light comes on and volts go from 12-0.

There are only 3 things that I know of that control the charging: alternator, battery temp sensor and the Computer (ECM) which has a built in voltage regulator.

Why is this issue intermittent, if it was a connection then it would do it while running. I have tested the battery temp sensor and its within specs, and also have a new one and tested it as well, ohm readings are very close. Also I am using a meter at the same time, so I know the gauge is correct in the dash. Is there anything that I am missing here?
 
me neither, I am going to get the jeep now, it is my neighbors. Ill take alternator to a shop that rebuilds them and see what they say.
But if the alternator does charge when working correctly, then I think it has to do with the computer not telling the alternator to charge.
I have gone over everything, and the jeep has worked for a few days and then started acting up again. I have a feeling its the ECM.
