Karl may have hit the nail on the head with the Cat Converter. A clogged cat converter is like the old potatoe in the tailpipe. Too much backpressure won't allow the engine to exhaust the spent fumes and acts like a fuel delivery problem. By 2 cents. And a very easy cheap fix too.

Yep, remove cat converter, put straight pipe in. No problem with cat conveter anymore.
 
Just gut the cat and leave the casing in place. Then you pass the visual and the EFI passes the sniff test easily without it. (mine's been tested 4 times now)
I just picked up a carbed 4 cyl '86 2dr XJ (failed the Etest, even after they spent $500 on a new POS carb!) with 65,000 miles on it. The motor is going into my old '86 longbox with Renix TBI to rejuvenate it (backup wheels till I sell it)


EDIT: After that, I may put a 304 and 727/NP208J into the 2dr to have fun at Reiter with!
