I had a riding mower that would do that. Would hardly turn over. I pulled the spark plugs, and cranked it over. Turns out the starter was too close to the ring gear on the flywheel. Did some mods to the holes the bolts went in, and made the starter adjustable. Worked like a charm. While the plugs were out, I cranked it over fast and was able adjust the starter. Put the plugs in, and it fired right up.
