But, it also kind of looks a head restraint for and electric chair or lethal injection table.....

Yep, fire extinguisher mount. It will also hold a co2 cylinder or something like that too. I have one like that in my YJ buggy with a 20lb co2 cylinder. That one does look smaller, so probably a 10lb cylinder mount like mentioned above.
