Yes it is legal, and it is no longer state regulated with all the emissions restrictions theyhad before.
With MEK you will want to wear protective solvent resistant gloves, and a respirator.
I work with this stuff everyday and have been working with it for over 10 years. Make sure you don't have any sparks or open flames as it is super flamable at 500ppm, and it burns super hot with a hard to see flame (kind of like lighting rubbing alcohol) so be careful.
it works wonders at cleaning items, and it works pretty well for getting off paint.
it can be bought at the local hardware store, usually as said above next to the other solvents and thinners.
I think I currently have about 115,000 gallons at work now (we just got our tanks filled) now just wish I could take some home :haha:
also, it evaporates at a fairly decent rate.. so don't leave it open
