Why do some train engineers toot the horn at crossings and some seem to lay on the emmeffer for a mile before they get to the small crossing that is a drive way for 2 houses across the street from me?

By rule, they need to sound their horn at least 15 seconds but not more than 20 seconds before occupying the crossing. For trains exceeding 60 mph, the whistle signal must not be started more than 1/4 mile in advance of the crossing, even if the advance warning provided by the locomotive horn will be less than 15 seconds in duration. So to answer your question, I have no idea.
