It all depends on who is inspecting the rig in KS. I had the willy's inspected when I lived in Hutch and made the vin plate the night before. It is only 6 digits long so not that hard. The lady looked at it and asked about mileage and I told her it didn't come with an odometer. It is licensed as a antique in KS. I haven't registered in a few years but might again.
