I think it's probably an early TBI serp setup, with the AC bracket missing, and some washers/big nut spacers/janky bracketry to make up for the missing part.

Summit sells a P pump mounting kit for $50. Looks ok

but there were different belt drives between years, reservoirs probably changed a bit. (angle, height, location of filler neck)

If your reservoir is ok just get the pump and swap the res over onto it.

You could even buy a PSC P pump with no res, if you were so inclined.
