We used to run water in our Atv tires. The only way to get it all out is to dismount.

Most places that put water in tired have a pump system the well put the water or ballast fluid and also pump it back out. But to get %100 out , you'll have to break down tire. Just thinking, you might be able to just knock the bead off of one side, then use a shop vac to get it out.
