TC STALL.. My God, Is it really this hard?

It would seem logical that a torque converter would lock up at the same RPM no matter what gears or range you're running, but that just isn't the case.
Like I said with Bombshell (3000 stall) in high range it seems like the transmission is slipping when you take off it revs so high, and in low range (3:1) it pushes through the brakes at idle.
Some kind of gearing would help this guy immensely.
